Retirement Housing

NCCS Center for Nonprofit Housing (CNH) owns and operates a ten-unit five duplex housing complex on Southwoods Avenue in the City of Fremont. The housing facility is adjacent to Arboretum Park and contains six carports, off-street parking, coin-operated laundry and storage space.  Each unit is approximately 800 square feet with a full kitchen, bathroom, living room, and bedroom.  Heat, cooking and hot water are gas operated and individually controlled.

Eligibility

  1. Minimum Age - Applicants for the Retirement Housing must be 62 years of age or older, or the spouse of, and living with, an individual at least 62 years of age.
  2. Ability to Live Independently - A tenant must demonstrate the ongoing ability to live independently.  If at any time during the term of the lease the CNH deems it advisable, an assessment of this ability by a qualified professional, i.e. Registered Nurse or Certified Social Worker, may be required to determine a tenant's ability to continue to live independently.
  3. Residency - Applicants must have resided in Newaygo County for not less than five years during their lifetime.
  4. Income - Applicants must provide verification of total annual income from all sources of not more than 80 percent of area median by family size as defined and published by the U.S. Department of Housing and Urban Development (HUD).  A percentage of non-earning  assets will be included in total annual income (See Treatment of Assets Held)

Amount of Rent

The amount of rent paid by a tenant to the CNH will be an amount equal to thirty percent(30%) of a tenant's total annual income (which includes adjustments for non-earning assets) divided by twelve (12), minus a monthly utility allowance of $75.  Unit rents will be designated by the CNH Board of Directors.

Tenant Selection

Tenants will be selected for available designated units from waiting list based on the criteria listed below.  Interested parties can submit a completed application at any time.  When a unit becomes available, a score will be tabulated for each applicant and the highest scoring applicant will be selected.

1) On-street homeless; 2) Living in their car, tent, hunting cabin or other substandard places unfit for permanent human habitation and/or forced into living in overcrowded situations; or 3) At risk of becoming homeless because of lack of household financial resources to pay rent and utilities or are being evicted for some other reason.

Determination of Total Annual Income

All applicants will be asked to furnish verification of all sources of income and all assets held.  If an applicant cannot provide verification, she/he will be asked to authorize release of information from appropriate sources.  Total Annual Income will be verified each year at the time of lease renewal.

Treatment of Assets Held

  1. Only the income earned from income-producing assets such as bank accounts, ceritificates of deposit, mutual funds, etc., will be counted toward total annual income.
  2. Non-income producing assets such as real estate, will be counted at 3% of current appraised market value.
  3. Stocks will be counted as part of total income at 3% of current market value or actual dividend income, whichever is greater.
  4. Total assets will be limited to $150,000.

Transfer of Assets

Major gifts made or assets transferred by an applicant to another individual will be counted in the above manner for two years from the date of transfer.

Security Deposit

Upon execution of the first annual lease, a tenant will pay a security deposit in the amount of that tenant's monthly rent which the CNH will hold and administer in accordance with the lease.

Inventory Checklist

Tenants are required, with CNH staff, to complete an Inventory Checklist upon commencement and termination of the lease.  Signatures of both parties are required.

Conditions of Lease Agreements

CNH will manage all matters involving tenants in accordance with the conditions of the leases currently in affect.
